Geneva - The devastating humanitarian situation resulting from the spread of armed militias across Libya and the weak grip of state’s security is leaving young people in despair, said the Euro-Mediterranean Human Rights Monitor and Jussor in an oral statement before the UN Human Rights Council.

Torture has become a systematic practice in all Libyan territory, added the two organizations, stressing that only the numbers of these cases and their horrific stories can attest to this new reality.

The oral statement highlighted a joint project launched by Euro-Med Monitor and the Center for International Humanitarian Law in Libya to document cases of torture over the past seven years by all parties to the conflict, said Ghada Al Rayyan, Euro-Med Monitor’s researcher.

Hundreds of young people have been exposed to enforced disappearance, physical torture, displacement and extortion. Political opponents and journalists have been kidnapped, others subjected to extrajudicial killings and death under torture in a strenuous manner, added Al Rayyan.

The latest case recorded under the new project was that of a person “boiled with hot water until death.”

 The situation in Libya is driving the youth to further extremism, hatred, violence, and migration by legal or illegal means, expressed the two organizations in their joint oral statement, calling on the Council and its Member States to closely monitor the situation in Libya, and to find effective mechanisms to stop the human rights violations and abuses.

Concluding their statement, Jusoor and the Euro-Mediterranean Human Rights Monitor called for holding perpetrators of human rights abuses before the international criminal court.

The two organizations also stressed the importance of establishing a mechanism to support victims of torture in Libya, as well as a special program to support victims psychologically, ensuring their reintegration into society, as well as an end to the sources of extremism and terrorism in the country.
